We’re proud to announce the appointment of Declan Cogley as Preconstruction Director for ISC. Declan has over four decades of invaluable experience in the industry, bringing a huge range of expertise to his new role, having specialised in earthworks, infrastructure, civil engineering, and remediation across various sectors for the majority of his career.

Declan’s extensive career encompasses roles as a contractor, subcontractor, and employer, providing him with a comprehensive understanding of the industry from multiple perspectives. His diverse portfolio includes projects in the industrial, retail, leisure, healthcare, residential, and transport sectors, highlighting his versatility and adaptability in handling a wide range of construction challenges.

A member of the Royal Institution of Chartered Surveyors, Declan has demonstrated a commitment to professional excellence and adherence to the highest industry standards. Throughout his career, he has primarily focused on estimating and preconstruction, where he has utilised his skills in bid preparation, cost analysis, project planning, and risk management.
